The CSA held 67 plenary meetings, following which it issued 5 opinions to the government and 3 to the Conseil de la concurrence (competition council) ; it also issued 5 recommendations to the broadcasters with respect to the votes taking place in Corse, Guadeloupe, Martinique, Saint-Martin and Saint-Barthélemy, and organized the official radio and television campaign in the former four ; it renewed the licenses of 108 radio stations without organizing calls for tenders, granted 67 new licenses to broadcast and licensed 276 temporary radio stations ; it granted 3 new frequencies to the national television channels ; it licensed 2 new local channels, renewed the licenses of 2 others and issued 27 temporary licenses ; it entered into 16 legal agreements with radio or television services for their distribution on cable or satellite and into 13 legal agreements with local cable channels ; it licensed the operation of 4 cable networks ; it issued 85 official notices, initiated 56 penalty procedures and imposed 22 penalties following operator violations ; it carried out 36 hearings at plenary meetings and welcomed 60 foreign delegations.
Finally, in 2003, a daily average of 1,140 visitors and a monthly average of 356 emails were recorded on the Conseil’s website, www.csa.fr.
