91 plenary meetings were held at which, the CSA issued 4 opinions to the government and 2 opinions to the Conseil de la concurrence ; 9 recommendations were issued to the broadcasters, 7 of which on the occasion of 5 elections which it monitored and for which it organized 3 series of mandatory campaign time on radio and televisions (campagnes officielles) ; it renewed or initiated the process for the renewal of the authorizations of 399 radios in mainland France, allocated 73 new FM frequencies, 16 AM frequencies on medium waves and authorized 310 temporary radio stations ; it assigned 1 new frequency to France 5 and Arte ; issued 7 authorizations to local channels, renewed the authorizations of a further 5, launched 9 calls for tenders, initiated 3 renewal processes outside of a call for tenders and issued 13 authorizations to temporary televisions ; it entered into 14 legal agreements with new television or radio services for their distribution on cable or satellite and into 4 legal agreements with non hertzian local services (previously referred to as local cable channels) ; it issued 98 official notices, initiated 6 penalty procedures and issued 10 penalties following various defaults by operators ; it conducted 35 hearings before plenary meetings and welcomed 48 foreign delegations.
In addition, in 2004, the Conseil’s Website, www.csa.fr, received 895,030 visits, with a daily average of 2,245, namely a two fold increase compared to 2003. The monthly average of messages sent to the Conseil via the Web site was 473.
