CSA's key 2012 figures

At 60 plenary meetings,

  • the Conseil issued 5 opinions to the Government, 4 to the Autorité de la concurrence (France's competition authority), and 1 to the Autorité de régulation des communications électroniques et des postes (France's regulatory authority for electronic communications and postal services);
  • forwarded editors 4 recommendations relating to pluralism during election periods: the first 3 in preparation for local elections in outre-mer (French overseas collectivités), the 4th in preparation for France's general elections;
  • held 42 hearings.

The Conseil also welcomed 43 foreign delegations.

The Comités territoriaux de l’audiovisuel (CTAs), for their part, adopted 1,037 decisions of varied nature.

Radio

As regards analogue radio in métropole (mainland France), the Conseil granted licenses to use 212 frequencies; issued 12 partial invitations for applications; renewed licenses—or granted license renewal without issuing invitations for applications—to use approximately 1,000 FM frequencies. In Outre-mer (overseas collectivés), it issued invitations for application; granted 20 licenses to radio stations; and approved the renewal of 14 others.

As regards digital radio, in the very beginning of 2013, it granted licenses to 106 operators in the Paris, Marseilles and Nice areas, and to 1 distributor of radio services packages in the L band.

The Conseil entered into 3 new legal agreements (conventions), and received registrations (déclarations) for 19 radio services other than on-air.

Television

The Conseil licensed 6 new digital national high definition channels, approved, subject to substantial undertakings being given, take-over by Groupe Canal Plus of 2 channels (Direct 8 and Direct Star); pursuant to various legislative provisions, it granted a 10-year extension of the licenses of TF1, Canal+, and M6, and a 5-year extension of the licenses of BFM TV, Canal+ Cinéma and Canal+ Sport, D17, D8, Eurosport France, Gulli, i>Télé, LCI, NRJ 12, NT1, Paris Première, Planète+, TF6, TMC, and W9.

It granted 1 license for the operation of on-demand audiovisual media services.

As regards local television in métropole (mainland France), the Conseil issued 9 new licenses, and 9 invitations for applications. In Outre-mer (overseas collectivés), 7 new channels were licensed on network OM1's vacant channels; in New-Caledonia 42 new transmitters were licensed to extend the network.

11 new legal agreements (conventions) were entered into; and 5 registrations (déclarations) were received for services broadcast or distributed on networks not using frequencies assigned by the Conseil.

OFFICIAL NOTICES AND SANCTIONS

The Conseil issued 108 formal notices (mises en demeure); initiated 10 sanction proceedings; and handed-down 6 sanctions, following various breaches by operators.

INTERNET

www.csa.fr—the Conseil's WEBSITE—received almost 1,970,000 visitors who browsed 5,446,333 pages.

The RSS flows generated 3,174,433 requests, up from 2,546,535 in 2011; the 25% increase confirms them as the primary means of accessing information on the site.

The monthly average of messages to the Conseil via the website was 536, up from 522 in 2011.
