1st January.

Entry into force of the deliberation dated 10 November 2009 setting for the conditions in which article 29-3 of the law of 30 September 1986 shall apply, and defining the decision making powers delegated by the Conseil to the comités techniques radiophoniques (radio technical committees).

7 January.

The new schedule for the development of high definition digital terrestrial television is set by the Conseil in agreement with TF1 HD, France 2 HD and M6 HD, i.e., the channels making up the R5 multiplex. Arte HD and Canal+ HD, broadcast on different multiplexes, are already available in all areas covered by DTT.

The radio-electric waves previously allocated in outre-mer (French overseas départements and territoires) to channel Tempo are allocated by the Conseil to companies France Télévisions, Arte France and France 24 for the broadcasting of France 2, France 3, France 4, France 5, France Ô, La Télé Pays, Arte and France 24, which will make up the first multiplex to be launched in outre-mer France on 30 November 2010.

1st February.

The « Ma couverture TNT » (my DTT coverage) application is available on the Conseil’s website. Viewers can immediately get information on digital terrestrial television coverage by entering their address.

Entry into force of the recommendation relating to the election of the conseillers régionaux and the conseillers to the Assemblée de Corse, adopted by the Conseil in December 2009.

2 February.

Région Alsace switches over to digital-only broadcasting.

From 9 to 11 February.

The Conseil attends, in Lomé, a meeting gathering several members of the Réseau francophone des régulateurs des médias (REFRAM) on the issue of political pluralism.

16 February.

Adoption by the Conseil of a deliberation setting forth the conditions in which television services’ broadcasts may include product placement

2 March.

Adoption by the Conseil of the summary of the public consultation opened on 23 June 2009 in relation to the roll-out of new audiovisual media services.

9 March.

Région Basse-Normandie switches over to digital-only broadcasting.

The Conseil sets forth the content and the broadcasting conditions of the announcements to be read on air by Canal+ and TF1 in relation to the penalty proceedings initiated against both channels for failure to adhere to their obligation to apply caution when it comes to information.

From 18 to 19 March.

The Réseau francophone des régulateurs des médias (REFRAM), whose standing bureau is assumed by CSA, adopts its 2010-2011 action plan at a meeting in Rabat.

23 March.

The Conseil grants its approval to the purchase by group TF1 of channels TMC and NT1, with substantial commitment requirements added, in particular in terms of programmes.

29 March.

The « Rencontres de la télévision payante » (pay TV meeting) is held at the Assemblée nationale at the behest of the Conseil.

8 April.

The Conseil opens a public consultation on the various scenarios for the roll-out of the available terrestrial waves in the Paris region.

After reviewing the on-going call for tenders for the issuance of licenses for digital terrestrial radio in the Paris, Marseille and Nice regions and the work of the digital radio roll-out task force, set up by the Conseil on 23 November 2009, the Conseil calls for strong policy commitments on the part of Government.

14 April.

4th meeting of the Conseil with consumer organisations, chaired by Michel Boyon and attended by Emmanuel Gabla, Deputy-Chair of the Advertising and Consumer Protection working group.

21 April.

The Conseil delivers its report on the portrayal of diversity on television to the Chairs of the Sénat and the Assemblée nationale.

10 May.

Publication of the outcome of the public consultation opened by the Conseil in relation to the use of the radio-electric waves corresponding to the two channels released following the return by pay DTT channels AB1 and Canal J of the licenses they had been awarded.

From 12 to 14 May.

31st meeting, in Barcelona, of the European Platform of Regulatory Authorities (EPRA). The Conseil presents, in particular, its recent deliberation on television product placement and its on-going review of the protection of minors on on-demand audiovisual media services.

18 May.

The Conseil renews the Comité d’experts du jeune public (expert committee on young audiences) it had set up in 2005 to provide input as part of its review of the protection of children and adolescents.

Région Pays de la Loire switches over to digital-only broadcasting.

Adoption of a deliberation relating to commercial communications in favour of gambling operators.

1st June.

Adoption by the Conseil of a deliberation relating to the protection of young audiences, ethics, and accessibility of on-demand audiovisual media services. A public consultation on the draft deliberation was held from 14 to 28 June.

The Conseil serves a formal notice (mise en demeure) on channel W9 following the broadcasting of certain parts of a programme entitled Dilemme.

7 June.

The Conseil approves the extension of the broadcasting on DTT of France Ô to the entire territory of mainland France.

8 June.

Région Bretagne switches over to digital-only broadcasting.

The Conseil serves a formal notice (mise en demeure) on ALJ Productions, the company editing Dilemme TV (not an off-air channel), following the broadcasting of under-rated clips.

16 June.

A meeting chaired by Rachid Arhab and Michèle Reiser is organised by the Conseil with the heads of news services of all national television channels to review issues relating to information ethics, and in particular, to the use of images downloaded from the Internet.

21 June.

The Conseil publishes a study on the radio and television exposure of musical content in order to assess how the new ways in which music is listened to has an impact on audiovisual media programming.

24 June.

A commission to review NGOs’ access to audiovisual media chaired by Board Members Emmanuel Gabla and Michèle Reiser is set up.

25 June.

Michel Boyon and Christine Kelly deliver the Conseil’s report one year into the implementation by broadcasting media of the food charter to Ms. Roselyne Bachelot-Narquin, Minister for Health and Sports.

28 June.

The CSA publishes on its website a study relating to fiction on national free-to-air channels in 2008 and 2009.

29 June.

Mr. David Kessler commissioned by the Prime Minister to preside over a task force dealing with the future of digital radio starts his work at the Conseil.

In agreement with affected channels, the Conseil extends the coverage of digital terrestrial television multiplex R2 to 1,626 zones, from 1,423, thereby bringing multiplex R2’s broadcasting to the level of multiplexes R1, R4 and R6.

7 July.

Signature, at the Conseil, by sixteen broadcasting companies of the Charte de la diversité (diversity charter) under which they undertake to combat discrimination in human resources.

12 July.

The Conseil issues an opinion in favour of the proposal to appoint Mr. Rémy Pflimlin as président-directeur général of France Télévisions following a hearing of the same by the Collège (Board) on 8 July.

20 July.

A call for tenders relating to a pay television channel on DTT multiplex R3 is issued. The Conseil selects five new local television channels: TV Côte d'Opale in Boulogne and Dunkerque; LCN La Chaîne Normande in Rouen and Neufchâtel-en-Bray; Normandie TV Cotentin in Cherbourg; LM TV Orne in Alençon; and Ma télé in Laval.

The Conseil organises a campaign against the dengue epidemic on Réseau France outre-mer in the French Antilles.

1st September.

The eight units making up the Conseil’s Directorate for Programmes become three support departments: Free National Television, Pay Television, Radio; and four topic focused departments: On-demand Audiovisual Media Services, Protection of Young Audiences, Ethics of Programmes; Commercial Communications and Consumer Protection; Pluralism and Information Ethics; Audiovisual and Cinema Production.

6 September.

Publication by the Conseil of its contribution to the review of the issue of audiovisual works movement.

27 September.

The Conseil issues a negative opinion (avis défavorable) on the draft décret relating to on-demand audiovisual media services.

Following a consultation with blind or visually impaired persons’ organisations, spearheaded by Christine Kelly, Chair of the Working Group on Accessibility, the Conseil issues a decision under which, TF1, Canal+ and M6 will be under the obligation to audio-describe at least one non-previously broadcast programme per month in 2011, and, at least one per week in 2013; having just reached over 2.5% of audience shares, TMC, for its part, will start broadcasting audio-described programmes as early as 2011 and broadcast one such programme per month in 2013.

From 27 to 28 September.

Région Champagne-Ardenne switches over to digital-only broadcasting.

Meeting with consumer organisations chaired by Michel Boyon and Christine Kelly, Chair of the Working Group on Adverstising and Consumer Relations.

Michel Boyon, Chairman of the Conseil, and Marie-Laure Denis, Board Member, attend, in Istanbul, the 12th plenary meeting of the Mediterranean Network of Regulatory Authorities (RIRM) organised by the Radio and Television Supreme Council (RTÜK) of Turkey.

From 6 to 8 October.

Upon an invitation from Serbia’s Audiovisual Agency, a delegation of the Conseil led by Emmanuel Gabla, Conseiller in charge of European affairs, attends, in Belgrade, the European Platform of Regulatory Authorities’ (EPRA) 32nd meeting.

12 October.

The Conseil renews Mr. Dominique Wolton’s office as Member of the Board of Directors of company France Télévisions for a five-year term, as an independent personality.

19 October.

Régions Centre and Poitou-Charentes switch over to digital-only broadcasting.

21 October.

The Conseil publishes the 5th round of surveys by the Observatoire de l’équipement des foyers pour la réception de la télévision numérique (observatory of households’ equipment to receive digital television).

The study relating to the conditions for the success of local television in France carried out by Analysys Mason, upon a joint request by the Conseil and the Direction générale des médias et des industries culturelles (DGMIC) (general directorate for media and cultural industries), is presented to local television stake-holders.

17 November.

Région Franche-Comté switches over to digital-only broadcasting.

18 November.

The Conseil presents the outcome of its actions in favour of the protection of young audiences on radio and television in 2009 and during the first half of 2010.

From 29 to 30 November.

Michel Boyon, Marie-Laure Denis, and Sylvie Genevoix take part, in Fès, in the thematic seminar on the Management of Political Pluralism in Audiovisual Media in Regular Times and during Electoral Periods organised by the High Authority of Audiovisual Communication (HACA) of Morocco, in partnership with Organisation internationale de la Francophonie (OIF).

30 November.

DTT is launched in outre-mer (French overseas départements and territoires).

7 December.

The Conseil hands down a financial penalty in the amount of 100,000 Euros against France Télévisions, to be allocated to the Centre national de la cinématographie et de l’image animée (national centre for cinematography and animated images), following a failure to adhere to the principle of information ethics on France 2.

9 December.

The Conseil publishes a study on the position of national TV fiction in top audience ratings in the main European countries in 2009.

Annual meeting at the Conseil of the presidents, secrétaires généraux, and attachés techniques régionaux of the comités techniques radiophoniques (radio technical committees).

14 December.

Following a call for tenders for the launch of a pay channel on DTT multiplex R3, channel C Foot is selected.

15 December.

The iPhone application « Ma couverture TNT » (my DTT coverage) is launched. It has been available on the Conseil’s website since 1st February.

16 December.

The Conseil presents the findings of the 2nd round of the diversity survey (baromètre) carried out by Institut français d’opinion publique (IFOP).
